It's a vague question though. If .com website is a crappy one, a good content and SEO'd .in website would never have a problem in overtaking the .com .
So, again, that depends on other website's characteristics, not only domain.Right?

.com for sure because it is a king of extension. .com in universal.

.com is for larger audience and .in is country specific. It all depend upon how your are going to target it.

Well, if this is a matter of comparison then I must say .com is best because its a universal domain name. However, .in is indian country code TLD.

Yes, always go for .com extensions. If it is not available then .in, .net, .biz or .org can be the best option.
